INVITATION FOR EXPRESSION OF INTEREST FOR COOPERATIVE SUPPORT OFFICERS 

  • Number of Positions: 6
  • Duration: 3 Months.

 

  1. BACKGROUND

The Rwanda Youth in Agribusiness Forum (RYAF) is a platform of young entrepreneurs operating in any sub-sectors of agribusiness value chain (crop and/or livestock production, agro-processing, inputs and other agro-services as well as ICT in Agriculture). Officially launched in May 2016 with the aim to rejuvenate the sector here in Rwanda, RYAF strive to change and challenge youth mindset vis-à-vis agribusiness opportunities for food and nutritional security and sustainable job creation. The forum is officially legalized in the official gazette number 50 of 11th December 2017.

 

RYAF has entered into MoU-based partnership with PASP under RAB SPIU/IFAD Funded Projects under the framework of efficiently engage and involve young graduate in proper management of the post-harvest in cooperatives supported by PASP to create sustainability.

 

The overall goal of PASP is to alleviate poverty, increase rural income and contribute to the overall economic development of Rwanda. PASP development objective is to increase smallholder and rural laborer incomes (including women, youth and vulnerable groups) from CIP crops and dairy businesses by aggregating production for markets, supporting transformation, and creating value-addition to enable smallholders to capture a higher share of the value.

 

The Post harvest and Agribusiness Support Project area comprises 12 districts in the four Provinces of Rwanda: North: Musanze; West: Nyabihu and Rubavu; Southern: Kamonyi; Muhanga; Ruhango and Nyanza; East: Gatsibo; Kayonza; Ngoma, Nyagatare and Kirehe.

 

The PASP’s primary target group comprises poor smallholder farmers either engaged in production and primary processing in the priority CIP crops and dairy, including poor farmers with some production potential and members of cooperatives who own small land plots and smallholders who supplement their income through agricultural wage work.

 

PASP started in March in 2014 will be ending in September 2019 and is composed by three mutually reinforcing components: (i) HUB capacity development program and business coaching; (ii) Post-harvest climate resilient agri-business investment support; and (iii) Project management and coordination.

 

Component 1: HUB capacity development programme and business coaching

The first component assists HUBs in each selected commodity to identify and address their business management and financial skill gaps and produce bankable business plans (BPs) to develop and manage their services more profitably with stronger linkages to supplying farmers and integrating low carbon and climate resilience activities. Depending on the stage of development of the HUBs, the BPs include investment in physical capital items such as storage sheds, simple value adding, sophisticated storage and complex processing and marketing to suit identified new markets in Rwanda or in the EAC.

 

Component 2: Post-harvest climate resilient agri-business investment support

The component 2 links focused investment resources to leverage borrowing from the commercial banking system to finance HUB-proposed BPs that best contribute to improving the availability of inputs and post-harvest equipment and infrastructure to boost production in a sustainable and climate resilient manner, improving quality, reducing post-harvest losses, and enhancing environmentally sensitive waste management.

Based on viable BPs generated with component 1 support, component 2 facilitates business activities that can thrive on agricultural production from CIP crops and dairy development by leveraging commercial loans-funded post-harvest investments that contribute to improving market access and linkages, HUB operational and management efficiency, and sustainability based on climate resilience and adaptability and water and energy use efficiency.

 

Component 3: Project management and coordination

Component 3 ensures that the project is efficiently and effectively managed to achieve the expected results. RAB SPIU has overall responsibility for coordinating and managing PASP and PASP funds. Gender, youth, environmental, knowledge management and communication considerations will be integrated in all aspects of project management, and activities of the SPIU and the implementing partners (RAB, NAEB, RCA and BDF).

 

  1. TERMS OF REFERENCE

Under its MoU with RAB/SPIU-IFAD Funded Projects, the Rwanda Youth in Agribusiness Forum (RYAF) is inviting individual qualified candidates to apply to serve as Cooperative Support Officers (6 positions) to be based in PASP-supported rural cooperatives. The duration of this consultancy assignment will initially be 3 months with the possibility to be renewed based on the consultant’s performance and the contractor’s need. In close collaboration with PASP, RYAF will be responsible for coordinating and supporting all Cooperative Support Officers, hereby named service providers’ interventions relating to post harvest, climate resilience and agribusiness. In close collaboration with the Management of the Cooperative, the RYAF Cooperative Support Officers will also provide farmer cooperatives with marketing support and management of contracts. More specifically he/she will be responsible for:

  • Good management of cooperatives contracts
  • Putting in place a strategic plan and ensuring its implementation
  • Establishing an annual work plan and budget based on the set strategic plan
  • Ensuring a proper cooperative management (human resources, financial resources, markets, structure, production, post-harvest, etc)
  • Controlling and advising on the accountant reporting system and activities
  • Ensuring timely implementation of production and post-harvest handling activities by ensuring both quantity and quality.
  • Establish and practice market strategic linkages for selling the collected produce
  • Undertake the cooperatives capacity organization and assessments;
  • Draw the responsive mechanisms of the assessed problems;
  • In collaboration with the cooperative board to prepare the annual work plan, budget and reports;
  • Transforming the cooperative into an Agri-Hub to respond to farmers’ needs,
  • Undertaking any other assignments or relevant duties in the field of his/her competences as may be assigned by his direct supervisor.

 

Expected Outputs

  • Cooperatives organisation capacity assessed and improved;
  • Cooperative Support Officer interventions well coordinated;
  • Newly identified and facilitated as well as existing contracts for supported cooperatives well managed;
  • Ensured implementation of strategic plan for supported cooperatives
  • Ensured implementation of annual work plan and budget for supported cooperatives based on the set strategic plan
  • Ensuring a proper cooperative management for the supported cooperatives
  • Advising after ccontrolling the reporting of the accountant activities
  • Ensuring timely implementation of production and post-harvest handling activities by ensuring both quantity and quality.
  • Establish and practice market strategies and linkage for selling collected produce
  • Helping to ensure that the Cooperative members, including women and youths, are benefiting in cooperative services and have a bank account and its operationalization
  • Undertaking any other assignments or relevant duties in the field of his/her competences as may be assigned by his direct supervisor.

 

III SELECTION CRITERIA

  3. National ID,
  4. Bachelor’s Degree in any of these fields: Agronomy, Agribusiness, Agricultural Economics, Horticulture, Soil and environmental management, agricultural engineering, rural development,
  5. Experience preferred but not mandatory
  6. Interns in these value chains are encouraged to apply
  7. Candidates should pass both written and interview exams.
